Sarshan, Revised

Stage One:  Sarshan the Arrogant

Sarshan the Arrogant does not apply the usual +5 to saving throws against ongoing damage effects.
Blood Chaos Acclimation
Sarshan is perfectly adapted to blood chaos. He can move through blood chaos without penalty and takes no damage from contact with blood chaos.
Unstoppable
At the start of his turn, Sarshan the Arrogant makes a free saving throw against each Daze or Stun effect on him, including those not normally ended by a saving throw.

Katar (weapon) • At-Will • Melee Basic Attack
Attack: +17 vs. AC
Hit: 1d6 + 3 damage, and ongoing 5 acid damage (save ends).
Triple Attack • At-Will
Effect: Sarshan makes three katar attacks.
Shadow Attack (teleportation) • Recharge 4, 5, 6
Effect: Sarshan teleports 6 squares, makes a triple attack and teleports 6 more squares, then becomes insubstantial until the start of his next turn.
Cage of Gloom • Recharge 5, 6
Effect: Sarshan makes two katar attacks. If either attack hits, he makes a secondary attack as strands of shadow coil around the target.
Secondary Attack: +15 vs. Reflex
Hit: The target is restrained (save ends).
Move Actions
Shadow Jaunt • Encounter  • Teleportation
Sarshan the Arrogant teleports 6 squares and becomes insubstantial until the start of his next turn.
Triggered Actions
Bloody Chaos • At-Will
Trigger: Sarshan the Arrogant is hit by a melee or ranged attack.
Effect (Free Action): One square adjacent to Sarshan the Arrogant becomes blood chaos.
Chaotic Transformation • Encounter
Trigger: Sarshan the Arrogant is reduced to 0 hit points.
Effect (Immediate Interrupt): Sarshan transforms into Sarshan the Enraged, spraying a shower of blood chaos in every direction.  At least one square of Sarshan the Enraged must occupy the same square Sarshan the Arrogant did, even if squeezing is required.
Attack:  Close burst 1, all creatures in burst.  +13 vs Fortitude.
Hit:  4d10 + 6 acid and fire damage and the target is pushed 3 squares.
Miss: half damage and pushed 2 squares.
Special: This attack cannot be prevented, even if Sarshan is dazed, stunned, unconscious or dominated.

Tactics

Initially, Sarshan fails to take the players seriously, engaging in a cat-and-mouse game of swashbuckling. Exercising the superior mobility afforded him by Shadow Attack, he seeks to wound all members of the group with ongoing damage. Each time he is hit with a harsh blow, he shrugs it off with a chuckle, littering the battlefield with Blood Chaos, which serves to hamper the player's movement but not his own, furthering his positional dominance in the struggle. If he catches an unfortunate player standing in Blood Chaos, he will use his Cage of Gloom to further punish them by trapping them there.

Once reduced to zero, Sarshan the Arrogant realizes the players represent a significant threat, and will fly into a rage, calling on his newly acquired powers of Blood Chaos, dropping his katars and transforming into Sarshan the Enraged in a tremendous Chaotic Transformation.

Hit: The target takes ongoing 10 acid damage (save ends).
First Failed Saving Throw: The target is slowed and takes ongoing 10 acid damage (save ends).
Second Failed Saving Throw: The target is transformed into a mass of slime (treat as petrified; no save).  The Remove Affliction ritual can reverse this effect.
Blood Chaos Flare (acid) • At-Will
Attack: Close blast 5; all creatures in blast; +15 vs. Fortitude.
Hit: 2d6+6 and the target takes ongoing 10 acid damage (save ends).
First Failed Saving Throw: The target is slowed and takes ongoing 10 acid damage (save ends).
Second Failed Saving Throw: The target is transformed into a mass of slime (treat as petrified; no save). The Remove Affliction ritual can reverse this effect.
Blood Chaos Burst (acid) • Recharge
Attack: Close burst 1; all creatures in burst; +15 vs. Fortitude.
Hit: 4d10 + 5 acid damage and pushed 1 square.
Miss: Half damage.

Trigger: Sarshan the Enraged is reduced to 0 hit points.
Effect (Immediate Reaction): Sarshan transforms into Sarshan the Failing, spraying a shower of blood chaos in every direction.  Sarshan the Failing must occupy one of the squares previously occupied by Sarshan the Enraged.
Attack:  close burst 1; all creatures in burst; +15 vs Fortitude.
Hit:  4d10 + 6 acid and fire damage and the target is pushed 3 squares.
Miss:  half damage and pushed 2 squares.
Special: This attack cannot be prevented, even if Sarshan is dazed, stunned, unconscious or dominated.

Tactics

Having realized the players pose a challenge, Sarshan has transformed himself into a golem of Blood Chaos, Sarshan the Enraged. In stark contrast to his natural form, Sarshan the Enraged suffers from a serious lack of mobility, which wise players will exploit. Otherwise, he will seek to keep the party under the constant threat of turning to masses of slime with his Blood Chaos Flare attack, using his Slam and Blood Chaos Burst to continue to soften them up while they stave off the effects. Sarshan has not yet mastered the Blood Chaos, however, and so he cannot maintain this state indefinitely. Eventually, reduced to zero hit points once again, he will undergo another Chaotic Transformation, this time reverting to his Shadar Kai self, exhausted, but not yet ready to die.

Suggested miniature: Rockfire Dreadnought, Magma Brute.  I used a Clay Golem painted red.

Each time Sarshan the Failing uses his Shadow Attack, the maximum range of his teleportation is lowered by 1.  After using the attack 5 times, he is unable to use this power again.

Sarshan the Failing is treated as Bloodied, regardless of his current hit point total.

Tactics

Unarmed and exhausted, Sarshan desperately tries to cling to life, literally punching, kicking, and even spitting at the enemy in disgust.
